RBI Tightens Rules for Bank Loans to Stockbrokers: What You Need to Know

The Reserve Bank of India (RBI) has introduced a new set of rules for bank loans provided to stockbrokers. These changes are designed to protect the banking system from stock market swings by ensuring that loans are backed by “real” assets rather than just paper promises.

Effective April 1, 2026, these rules move toward a stricter “cash-first” environment. This will likely increase the amount of capital brokerage houses need and reduce the amount they can borrow.

Major Changes to Promoter Guarantees

Currently, many brokers secure bank guarantees (BGs) by providing 50% of the value in fixed deposits, while covering the rest with personal or corporate guarantees.

The RBI is ending this practice. Starting in April 2026:

  • 100% Security Required: All funding must be fully secured.
  • No More Personal Guarantees: Personal or corporate guarantees will no longer be accepted as collateral for these loans.
  • Cash Backing: For any bank guarantee issued to an exchange, at least 50% must be backed by collateral, and half of that (25% of the total guarantee) must be in pure cash. For example, if a broker needs a Rs 100 guarantee, Rs 25 must be kept as cash.

Stricter Valuation on Pledged Shares (Haircuts)

The RBI has also updated how banks value the stocks that brokers “pledge” (use as collateral). Banks must now apply a minimum 40% haircut on equity shares.

What this means in practice: If a broker pledges Rs 100 worth of shares, the bank will only count Rs 60 toward their borrowing limit. This forces firms to provide significantly more assets to maintain the same amount of credit.

Tighter Rules for Proprietary Trading

The RBI has also tightened the rules for “proprietary trading,” which is when a brokerage firm trades using its own money.

  • Funding Restrictions: Banks are generally restricted from funding a broker’s own market bets.
  • Limited Exceptions: Funding will only be allowed for essential activities, such as market-making or short-term debt storage (warehousing).
